Emperor Devilgus Devotindos
Devilgus supposedly single-handedly built the army of the Devotindos Empire (which was reviving). He knows archaeology well, and unearthed robots from the old Devotindos ruins. He also knows hypnosis, and uses it to to control crowds, thereby oppressing surrounding countries and planets.
"His ultimate goals," according to the Rocket Knight Adventures manual, "remain unclear."
