Dolphino Plaza
1 Shine - 100 Coins
Mario can wander around Delphino Plaza picking up coins wherever possible. Most will be found in the sewers below. Shoot at anything and everything. Eventually, Mario will claim his 100th coin, and a Shine Sprite will appear on a wooden structure way out. Wait until you see a boat by it, then swim out and hitch a ride on it. You must wait for it to make sure it's the right boat. Eventually, it will return to the place where the shine is, and then Mario can jump off its top and hover to the shine.
1 Shine - Cleaning the Bells
There are bells right and left of the entrance to Bianco Hills (your starting point, as well). For the bell on the left, climb up the building with the flag and when Mario is on the top, hover over. Use the sewer entrance by the building you climbed up to get under the shine and claim it. For the bell on the right, make sure Mario is on a beachy area; this may mean swimming from the entrance to Bianco Hills. Climb up the building that has a small upward spiral around it until you get to the curtain. To get past it, tip-toe off the edge, then climb on your hands around it. Once on top, hover over to the bell and spray it clean.
-3 Shines/After Mario has Gained Entrance to Ricco Harbor - Selling Blue Coins
To the left of the entrance to Bianco Hills is a white dock. Around its side should be a door. Go in, and for 10 blue coins, Mario can buy a Shine.
20 Shines - Yoshi
When Mario gets 20 shines, the fake Mario will appear with a yoshi egg. Defeat him and a yoshi egg will appear on the rooftop of the building that is left of Bianco Hills' entrance. Yoshi will tell you what fruit he wants. Once fed, Yoshi will hop out. He can spit on the yellow curtains that are about town to make them disappear. They appear left of the front of the old Shine Sprite meeting place and on the sand island near Gelato Bay. Yoshis disappear when they have no spit left, when in water deep enough to refill the FLUDD, or when Mario enters another stage.
25 Shines - Motor Nozzle
When Mario gets 25 shines, the fake Mario will appear with the Motor Nozzle. Repeat what you did to beat him the last two times, then claim the prize. A gray box near Bianco Hills' entrance will appear. Jump on it to open it, then put on the device inside--the Motor Nozzle. Use it to charge into double-doors that do not cover an entire doorway. Such are found under the yoshi egg, on the grass islands near Gelato Bay, and right of the Bianco Hills entrance (by the five wanted posters).
30 Shines - Rocket Nozzle
When Mario gets 30 shines, the fake mario will appear with the Rocket Nozzle. Beat him to make it appear in the red box nearby the Motor Nozzle. Now you can clean off the old Shine Sprite spot for meeting by climbing up to the small watery area behind it. Now you must wall jump between the two legs of the arch until you get to the place with the giant shine. Spray it off with the normal nozzle, then hop back down to the watery area and rocket up to the top of the arch. Rocket from the center of that top area and Mario will claim a shine.
